Avoid going higher than the specified voltage. The supercapacitor is often misunderstood; it is not a battery replacement to store long-term energy. If, for example, the charge and discharge times are more than 60 seconds, use a battery; if shorter, then the supercapacitor becomes economical.
I find some people connect a super capacitor like (16v 88F capacitor bank) in parallel with the 12v 100Ah solar battery to optimize the surge current draws from the battery due to running heavy inductive load by the inverter (to increasing the battery lifespan).
Most super capacitors (supercaps) can be discharged down to 0 V and recharged to their maximum voltage with the manufacturer recommended charge current. A simple voltage regulating LED driver with constant current, usually regulated by sensing a low side, series current sense resistor, then a voltage clamp can be used to charge a super capacitor.
A supercapacitor operates like a classic capacitor in that the discharge profile for a constant discharge current exhibits a linear decrease in voltage. Unlike a battery, the energy storage in a supercapacitor is electrostatic, so there are no chemical changes in the device, and charge and discharge operations are almost entirely reversible.
The charge off the super capacitors enters into a 3v regulator that powers the load (Load circuit not seen here). When using solar panels, you don't necessarily have to limit the charge with a resistor, as you won't damage the solar cell if drawing ALL of the energy it is creating.
Putting a large supercap in parallel with the battery does not change the terminal characteristics. You still would have low voltage trips at 10.5V, and still classify as fully charged at 13.4V.
