The rationale to conduct the analysis by urban and rural areas is based on the nature of solar panels on farmland. In general, the potential options and purposes of use are different for farmland in urban and rural areas.
Installing solar panels on the roofs of agricultural buildings is a great way to produce green energy for your farm while cutting costs, providing a reliable energy source, and reducing your carbon footprint. Farming buildings are typically large enough to accommodate a large number of solar panels.
Farmland preservation groups believe 83 percent of new solar installations will come from farm and ranch lands with half of these installations on the richest land for food and crops. Solar energy is depleting farmlands of their rich soils in the U.S. Midwest.
We find that the prohibition of solar panels on farmland decreases farmland prices by 21.8%. We find that the effect is heterogeneous which varies by land productivity. Photovoltaic or solar energy is recognized as a significant source of renewable energy on a global scale.
For a solar project on farmland over 660 m 2, an application of rezoning is required. Once a project of over 660 m 2 is permitted, farmland will be reclassified as a non-farmland use. Projects with solar panel coverage between 660 and 20,000 m 2 need to be approved by the urban planning department in the local government.
Therefore, the price effect of the zoning regulations on solar panels on farmland may be different between urban and rural areas. To test this hypothesis, we estimate the DiD model for the farmland price equations by urban and rural areas, separately, and these results are reported in Panel A of Table 4.
