NCAB specifies class T and UL94 as the minimum requirements for solder masks. Class H corresponds to Class 3 according to IPC 6012. The visual acceptance criteria for the solder mask on the PCB are defined in IPC-A-600 (illustrated catalogue).
The standard for the solder mask itself is IPC-SM-840. For example, dielectric strength of at least 500V, as well as the differentiation of solder mask types into the classes T (telecom) and H (high reliability) are defined. NCAB specifies class T and UL94 as the minimum requirements for solder masks.
The outer layers of the PCB without the mask are solder mask openings. Its purpose is to expose the circuit to tin (solder). This opening has to be accurate, or it might lead to unnecessary exposure of copper on the board, leading to corrosion and damage.
From a final diameter of <Ø0.3mm, residues of solder mask in the via are likely. The development of residues can range from partial coverage to complete closure of the via. NCAB requires its manufacturers to have a minimum coverage of solder mask on the edge of the trace of at least 5-8μm, depending on the base copper thickness.

This opening has to be accurate, or it might lead to unnecessary exposure of copper on the board, leading to corrosion and damage. Typically, fabricators choose to have solder mask openings 1:1 with the copper pads that can be altered to the appropriate manufacturing process. The opening can be customized based on your requirements.
