Between 2022 and 2023, utility-scale solar PV projects showed the most significant decrease (by 12%). For newly commissioned onshore wind projects, the global weighted average LCOE fell by 3% year-on-year; whilst for offshore wind, the cost of electricity of new projects decreased by 7% compared to 2022.
In real terms (i.e. excluding the impact of inflation), the weighted average cost of capital (WACC) is expected to increase in most large solar PV and wind markets, excluding China. The higher cost of capital could offset most of the cost decreases resulting from lower commodity prices and further technology innovation in the next two years.
Results underline large country differences in cost of capital. The approach can complement but not replace other methods to estimate cost of capital. The cost of capital (CoC) is an important parameter for accurately calculating power generation cost, particularly for capital-intensive renewables such as solar PV.
The global capacity weighted-average total installed cost, for solar photovoltaic projects commissioned in 2019, was 995 USD/kW; 79% less when compared to 2010 data. The average module efficiency of crystalline modules has also increased; from 14.7% in 2010 to 19.2% in 2019.
The 2023-24 Budget allocates Rs 7,327 crore to solar projects. The Pradhan Mantri Suryodaya Yojana, announced in January, complements the 2014 BJP Rooftop Solar Programme aimed at 40 GW by 2022.
The price of steel, the main construction material for both utility-scale PV and onshore wind plants, increased 75% in China, 160% in the United States and 270% in Europe, while copper and aluminium became 60-80% more expensive. The highest growth was in freight rates, which rose almost sixfold.
