California has revisited its Net Energy Metering (NEM) program that contributes to our state’s 100% clean energy goal. As a result, the California Public Utilities Commission has determined updates are needed. The new solar billing program is called the Solar Billing Plan. When will the changes go into effect for new solar customers?
The measures to overhaul management of California’s residential solar program have languished for more than a year. The CPUC’s challenge is to encourage more rooftop solar production while not disproportionately saddling low-income residents with higher energy bills.
The new solar payments come at the same time that California is trying to stop using fossil fuels to produce energy, with a state goal of 100% carbon-free electricity by 2045. By then, the state projects that more than half of California’s power will come from large-scale and rooftop solar.
California also leads the nation in solar deployment, with 35,000 MWs of installed solar capacity providing nearly 30 percent of the state’s electricity generation, compared to a national average of 5 percent. California’s solar capacity also exceeds the peak demand of the entire system on many days of the year.
By then, the state projects that more than half of California’s power will come from large-scale and rooftop solar. The regulatory overhaul was endorsed by the three investor-owned utilities affected by the rules — Pacific Gas & Electric, Southern California Edison and San Diego Gas & Electric Company.
