The Batteries Regulation is the first European legislation that considers the full life cycle of batteries, including sourcing, manufacturing, use, and recycling, all in a single law. This aligns with the European Green Deal's circularity goals and promotes the sustainability of batteries throughout their life cycle.
The manufacturer must draw up certain technical documentation. The manufacturer shall operate an approved quality system for the production, inspection and testing of the finished product and shall be subject to surveillance. This applies only to some types of batteries.
The Batteries Regulation has started to became applicable on February 18, 2024, meaning that its provisions have legal effect since this day. The Batteries Regulation is the first European legislation that considers the full life cycle of batteries, including sourcing, manufacturing, use, and recycling, all in a single law.
The regulation is part of the EU’s shift to a circular economy, an important aspect of the European Green Deal (see summary), and will increase security of supply for raw materials and energy, along with enhancing the EU’s strategic autonomy and competitiveness. These include performance and durability requirements for industrial batteries, electric vehicle (EV) batteries, and light means of transport (LMT) batteries; safety standards for stationary battery energy storage systems (SBESS); and information requirements on SOH and expected lifetime.
These rules are applicable to all batteries entering the EU market, independently of their origin. For batteries manufactured outside the EU, it will be the importer or distributor of the batteries into the EU that needs to ensure compliance of the batteries with the relevant requirements set out in the Regulation. via notified bodies.
