The large-scale development of energy storage technologies will address China’s flexibility challenge in the power grid, enabling the high penetration of renewable sources. This article intends to fill the existing research gap in energy storage technologies through the lens of policy and finance.
Variable costs of wind, solar, pumped-hydro storage, power-gas-power (PGP) and battery storage are assumed to be zero. In general, these costs depend on both installed capacities within each province, which are model variables to be solved, as well as the unit capital costs and O&M costs, which are model inputs.
The results indicate that energy storage faces “double penalties” in VRE/storage systems: with increasing capacity, (1) the additional storage is used less frequently and (2) hourly electricity costs would become less volatile, thus reducing price arbitrage opportunities for the additional storage.
To achieve this target, energy storage is one of the most promising solutions for addressing renewable intermittency issues by balancing electricity demand and supply, which is increasingly a challenge in power systems.
While energy storage development is accelerating in China and other higher-income countries, the share of investment volume in storage technologies out of all forms of clean energy investments is very small.
The IEA estimates that emerging markets and developing economies will require an annual investment of $26 billion in battery storage between 2026 and 2030 [ 12 ]. This coincides with China’s recent green BRI commitments to scale up green energy supply chains and green financing through international cooperation. [ 31 ].
