This paper examines inequality in household adoption of rooftop solar photovoltaics in rural China through a qualitative study of three villages. The Chinese government promotes distributed solar to drive low-carbon development. However, community management and China’s institutional system influence unequal access.
Given the importance of promoting renewable energy, the Chinese government has enacted policies to encourage residents to install and use household distributed photovoltaic (PV) systems. However, only a few studies investigated factors influencing residents’ use intention for household PV systems.
China’s solar panel domestic industry is in upheaval. PHOTO: NYTIMES CHANGSHA – Over the past 15 years, China has come to dominate the global market for solar energy. Nearly every solar panel on the planet is made by a Chinese company. Even the equipment to manufacture solar panels is made almost entirely in China.
By the end of 2019, the cumulative installed capacity of household photovoltaic projects exceeded 10 GW, reaching 10.1 GW. In 2019, the total number of installed households in China exceeded 1 million, reaching 1.085 million ( Fig. 1 .1).
According to China Photovoltaic Industry Association , the household PV system has been a bright spot in China in 2019. By the end of 2019, the cumulative installed capacity of household photovoltaic projects exceeded 10 GW, reaching 10.1 GW.
To promote distributed PV, China’s National Energy Administration launched a “county-level promotion” strategy in 2021. This strategy sets a target for at least 20% of rural households in 676 pilot counties and districts to adopt rooftop solar panels. The concept of “energy justice” originates from John Rawls’ theory of justice.
