This chapter reviews a recently developed idea of the Indo-western Pacific Ocean capacitor (IPOC) mode. Its positive phase features an anomalous low-level anticyclone anchored by weaker atmospheric convection over the tropical western North Pacific and extending to Indian subcontinent from boreal spring to summer.
A solution for transboundary water and energy conflict in Central Asia is proposed. Benefits of energy storage beyond the energy sector are shown. Long duration energy storage is key for high shares of solar PV and wind energy in the region. An open-access, integrated water and energy system model of Central Asia is developed.
Addressing these barriers will help Central Asian countries reach a higher level of energy security, through diversification of sources, provision of access to a greater number of people, and greening of the energy supply. Installed capacity in small-scale hydropower comprises a tiny fraction of the estimated potential in the Central Asian region. In Kazakhstan, current installed capacity is 224.6 MW (Ministry of Energy of Kazakhstan, 2020).
The Central Asian region is endowed with a sizeable potential for small-scale hydropower (Table 1). In Kazakhstan, the estimated potential is 4800 MW for plant capacity of up to 35 MW, and 2707 MW for less than 10 MW (UNIDO and ICSHP, 2016).
