Though some “Three-north” areas are rich in renewable energy, the consumption of thermal power is lower and produces less carbon emissions. 12 provinces which are mostly located in the middle east and south of China have an initial quota of 50–100 billion kWh.
The new quota scheme has improved a certain degree of Gini coefficient from the perspective of fairness, and the Gini coefficient is less than 0.3. Based on the entropy weight model, a method for allocating provincial quota indicators was proposed. Wang et al. (2019) presented on the cost of the quota system, a stochastic optimization model for quota allocation is established, and a target decomposition method for implementing the quota is proposed.
Overall, this study on the RE quota allocation results for provinces provides a more reasonable distribution scheme, which is the most palpable contribution to the existing literature and may provide scientific evidence for relevant government departments to implement RPS in China in the following years.
Considering the resource endowment, electricity consumption, cross-regional transport, and carbon emissions of each province, the decision matrix of RE quota of 30 provinces in China is established as (x i j) 31 × 4, x i j denotes the value of index j of the province i. Calculate the entropy value and corresponding weight of 30 provinces in China.
Flexibility requirements are computed for three different timescales: daily, weekly and monthly. The analysis also looks into the potential role of energy storage technologies to contribute to the flexibility needs, analysing the optimal share of storage solutions in terms of investment and system cost parameters.
