To test a capacitor, you can use an ohmmeter on the multimeter setting. Place the probes across the leads of the capacitor to determine its resistance and ascertain whether the capacitor is good or bad.
Measurement of the IR and Leakage Current At an IR determination, one measures the DC leakage current through the capacitor. The measuring circuit, however, always contains a certain series of resistance. Hence we need to take into consideration the charging time. The circuit diagram and charging curve for a capacitor is shown in Figure 2.
In this example we'll consider a ceramic capacitor of 2.2uf (2.2x10-6 farads) with a typical minimum insulation resistance of 2GW. If a capacitor is tested at 200V and measures a dielectric leakage current of 10nA the insulation resistance must be 20GW.
By the proper application of a megohmmeter type instrument a capacitor's dielectric material can be tested and evaluated in two ways. First, the DC value of its impedance (resistance) can be determined.
Visual Inspection of Capacitor Bank Condition Inspect the external surfaces and ensure the capacitor units and reactors are clean and dry. Check that primary connections are correct. Check earthing to capacitor bank mounting frames and enclosure. 5.6. Measure Insulation Resistance
The first method is usually applied to capacitors less than 1uF. Low capacitance capacitors have low leakage current; thus, a low current ammeter can measure the current accurately. If the leakage current is high, the ammeter will not able to measure accurately due to the noise and unstability of the charged capacitor.

However, the potential drop (V_1 = Q/C_1) on one capacitor may be different from the potential drop (V_2 = Q/C_2) on another capacitor, because, generally, the capacitors may have different capacitances. The series combination of two or three capacitors resembles a single capacitor with a smaller capacitance. Generally, any number of capacitors connected in series is equivalent …

Lecture 3: Capacitors and Inductors
Capacitors and inductors do not dissipate but store energy, which can be retrieved later. For this reason, capacitors and inductors are called storage elements. 3.1 Capacitors A capacitor is a passive element designed to store energy in its electric field. Besides resistors, capacitors are the most common electrical components. Capacitors are used extensively in electronics, …

The reason is because the internal resistance of a typical digital voltmeter is many orders of magnitude lower than the leakage resistance of the capacitors. As a result, charge will be transferred to the meter, ruining the measurement.
