The government policy mostly emphasizes the use of waste-degraded land for solar parks. In a competitive energy market, any attempt to use waste-degraded land parcels, without policy regulatory support, can bring large-scale disruptions in the quality and cost of power.
Village residents feared that the £20M solar farm development would turn their countryside into an 'industrial wasteland'. However, councillors have refused the plan.
When the investment cost is low, both the formal processor and competing collectors will reach a stable partnership in capacity matching. Second, the effects of government intervention on the solar PV waste reverse supply chain are closely related to the formal processor’s capacity investment costs.
Because of the collection market’s low threshold, the model consisted of a formal processor and two competing collectors, where the formal processor invests in recycling capacity and recovery of PV waste, and the collectors are responsible for PV waste collecting.
The agreed feed-in-tariffs should be in proportionate to the investments made in using the waste land parcels. The government should rekindle schemes, such as accelerated depreciation and generation-based incentives, to promote the use of waste/degraded land for the solar park.
While the government mandates the use of wasteland for the solar park, multiple factors have prompted grid-integrated, ground-mounted solar projects to conceive in either agricultural lands, peri-urban, or near the urban periphery.

The results indicate that, for low-cost investments, subsidies are more efficient than penalties, whereas, for high-cost investments, either policy has positive effects on the formal treatment rate of waste PV modules. Therefore, this study will be helpful to choose a more appropriate waste PV recycling strategy in their actual recycling practices.
